The man disappeared near the Gulf Harbour Marina on Sunday 14 January.
Bystanders reported that he was having difficulty in the water.
Police said they have decided to suspend the search after working with the Coastguard.
A significant coordinated search was undertaken in the area over the past 10 days but no one was located, they said.
